Water entering the basement over the top of the foundation wall can be happening for a couple reasons, one being the soil grade is built higher than the concrete wall, which can easily be fixed by re-grading the ground soil.
Another reason is improperly directed downspouts, installing a yard drain system is necessary to carry the water away from the foundation.
